Chief Operating Officer (COO): Corey Stephens
Corey Stephens, our Chief Operating Officer joined Virtuous full-time in November 2019. Corey is a retired corporate retail executive with over 26 years of experience, managing several multi-million-dollar regional areas during his tenure. Corey currently holds a BS in Marketing- Business Administration from North Carolina Agricultural and Technical State University. He is a member of Phi Beta Sigma Fraternity Inc, Life Member of the NAACP, and member of the Black Philanthropic Giving Circle of Harford County. He is currently certified as a Support Broker and in Employment Services.
“I truly enjoy working at Virtuous for two specific reasons. First, I enjoy the impact we have on the Program Participants and putting their needs and desires first. I always say, “our goal is to have a Program Participant come into one of our programs and learn life skills, which allows them to perhaps one day leave our program and live on their own or with a housemate with minimum support”. Secondly, I enjoy coaching the staff and the program participants. Helping people reach their full potential or limits that they never imagined within themselves.”
Executive Director: Bianca Cole
Bianca Cole, our Executive Director, joined Virtuous in March of 2021. Bianca started her journey here as a Virtual activities coordinator during the pandemic. Bianca currently holds a BS in Nonprofit Leadership from Coppin State University. She is also a member of Zeta Phi Beta Sorority Inc. and the Nonprofit Leadership Alliance. Bianca is currently pursuing her Master’s in Nonprofit Management and Social Entrepreneurship.
“I enjoy being a member of the Virtuous team because I have wonderful support from my team. My leaders are great mentors, role models, and they always inspire me to be the best version of myself. I love working with all our program participants because they are all a true gift and experience in many ways. Our teams are filled with a diverse group of staff who all have their own strengths and utilize each day to bring the best support to our program participants.”

Executive Assistant: Cheryl Brown
Our Executive Assistant Cheryl Brown, joined Virtuous in April 2024. Cheryl retired from the Department of Juvenile Services in 2013 as a Program Manager. As a Program Manager she was responsible for overseeing the team that licensed DJS residential and non-residential programs, and out-of-state residential programs. Cheryl enjoyed retirement. But came to Virtuous after being asked by our CEO if she knew anyone who was interested in being an Executive Assistant.
“Not only do I believe in Toni’s vision for Virtuous, but I am also excited and honored to become a part of a team that advocates for its Program Participants while providing them with meaningful experiences. Virtuous makes my heart smile and allows me to use my skills and talents to assist in the growth and development of employees and Program Participants.”
Quality Assurance Monitor: Harvey Wright
Harvey has been our QA monitor for 6 years. Harvey works to ensure that each of our homes are environmentally safe for our program participants to live in.

Service Monitor: Saundra Wright
Our Case Manager, Saundra Wright has been a part of the Virtuous team since February 2023. Before retiring, Saundra previously worked at Johns Hopkins University as a team lead for patient financial assistance and doctor advocacy. After years of working in the hospital setting Saundra retired in 2021 before joining our team.
“Virtuous is very dedicated to the individuals they support; the Organizations, CEO, COO, and ED all collaborate with their leadership and management teams to produce top quality care. They make sure all staff are trained and re-trained to give excellent care. Staff are encouraged to treat each individual with respect and dignity; and to encourage them to be independent. To teach them and reward them for being as extraordinary as they are. The Individuals go out to the communities to participate as Volunteers in programs such as meals on wheels, this is very rewarding to them because it shows them how important they are to their communities as well as give them the reward of doing things they may never thought they could do. Virtuous also incorporates celebrations for our individuals, things like prom ceremonies etc. They go on vacations, continued education classes, and this list just goes on. I thank GOD for the Heart of Virtuous because it is an Awesome place to work.”

Office Assistant: Kassaundra Williams
Kassaundra Williams is one of the newest members of our leadership team. Kassaundra is a recent high school graduate and currently working toward enrolling in a college program. Kassaundra previously interned with Virtuous in 2020 as an office assistant and has returned to continue to grow in her professional experience.
“I enjoy helping everyone and getting to see what working with individuals with disabilities is like every day. Being here helps me with choosing my career choice and college major.”
Program Manager: Evelyne Byll
Evelyne, our program manager, has been a member of the Virtuous team since 2023. Evelyne currently holds her Associate in General Studies and Certified Scrum Master. Evelyne has a goal of obtaining her BSN.

Program Coordinator: Keandra “Journie” Culberson
Journie, our Program Coordinator oversees two residential community homes, namely Golden Rod and Waldon. Journie previously worked with another agency as a mental health counselor. Journie has her Bachelors of Science in Criminal Justice.
“Over the past six months in this position, I have created enduring memories with the individuals I support, while helping them achieve their personal life goals. I am deeply passionate, empathetic, and a dedicated advocate for the unique needs and desires of each individual as they navigate the complexities of an evolving world. My experience at Virtuous has been incredibly refreshing. The level of support I have received over the past six months is unparalleled compared to anything that I have encountered in my career thus far; I genuinely feel recognized and valued, for which I am sincerely thankful. I appreciate the challenges, lessons, and rewards that have come my way in my role as a Program Coordinator at Virtuous Inc., and I look forward to furthering my growth while simultaneously contributing to the success of those I work with.”
Program Coordinator: Lauretta Krakue
Lauretta, our Program Coordinator at Virtuous Inc. oversees two residences, Rogers and Sedgemore.
“I have held this position for six months, during which I have had the privilege of collaborating with remarkable individuals at Virtuous. Together, we have focused on achieving the goals established for them. I appreciate Virtuous’ strong commitment to ensuring that our individuals are engaged in the community, empowered to make their own decisions, and able to live their lives to the fullest.”
