Antoinette “Toni” Stephens

Chief Executive Officer

I founded Virtuous after more than 15 years as a QA Administrator with another provider, where I developed a strong foundation in quality, compliance, and team development. When DDA introduced its new model for more personalized supports, I was inspired to build an agency that embraced those values. Relocating provided the perfect opportunity to bring that vision to life.

As Director of Quality Assurance, Bianca Cole leads the organization’s Operations programs with a focus on advocacy, staff support, and community impact.
