Antoinette “Toni” Stephens

I founded Virtuous after more than 15 years as a QA Administrator with another provider, where I developed a strong foundation in quality, compliance, and team development. When DDA introduced its new model for more personalized supports, I was inspired to build an agency that embraced those values. Relocating provided the perfect opportunity to bring that vision to life. 

My goal has always been to create an organization where people come first, both the people we support and the Direct Support Professionals who work alongside them. Building Virtuous has allowed me to establish a culture that focuses on meaningful support, continuous learning, and leadership development at every level. 

My dedication is rooted in creating an environment where everyone can thrive. For the people we support, I am committed to ensuring consistent, high-quality care that honors their goals, preferences, and dignity. For staff, I am committed to fostering a workplace where they feel valued, supported, and prepared to grow. This includes providing thorough training, ongoing professional development, and a culture built on respect and open communication. 

Ultimately, my leadership is driven by a desire to empower people. I want Virtuous to be a place where program participants feel safe, connected, and supported in their growth, and where staff can build meaningful and rewarding careers.
